Orlando Cepeda League RULES

The Orlando Cepeda League consists of 56 teams divided into 3 Leagues (Majors, AAA, & AA). At the end of each season the four playoff teams from the National and American Leagues in each league move up toward the Majors and the bottom four teams move down toward the AA League. Your goal is to guide your team into the Majors and win the World Series.

I reserve the right to change these at my discretion or the majority of the league.

League Structure
  • 56 teams divided into 3 leagues. (Orlando Cepeda Majors League, Orlando Cepeda AAA League, & Orlando Cepeda AA League).
  • The Major League consists of 24 teams 6 in the AL East, 6 in the AL West, 6 in the NL East, and 6 in the NL West.
  • AAA and AA Leagues consists of 16 teams, 8 in the NL, 8 in the AL. City names are the same as in all SD leagues (NYA, BAL, DET, etc.)
  • Each of the 56 teams must have a unique team name that serves as their identifier. There are NO duplicate team names. Teams retain their identifier no matter which league they play in. The name cannot be changed once set.
  • Each league is independent of the other two. Every league has their own initial draft, waiver wire, and amateur draft.
  • An Advisory Board consists of representatives from each division. The primary purpose of the board is to serve as division moderators and resolve league issues.     Post Season Relegation
  • After the Amateur Draft, the four playoff teams in each league will move up a League and the bottom four teams (two from the AL & two from the NL) will move down a League.
  • Ties will be resolved randomly by ABE.
  • A team changing Leagues may play in a different city than the previous division. Team names remain the same. For example: the Boston ROCKERS in the AA league could become the Detroit ROCKERS in the AAA league when they move up.

    Schedule of Games
  • The Majors League have a special schedule so that the playoffs and world series are on the same day for all three League: [url=http://www.simdynasty.com/oldforum-viewthread.jsp?tid=382330] OCL All League Scheduling Info[/url]
  • There will be 9 games per day. Each division starts on the same day and play the same number of games/day.
  • The games will be played every two hours. Starting times will be decided later.
  • Playoffs and World Series will be played during peak hours, not while anyone is asleep.

    Team Ownership and Placement
  • Initial placement into a division will be determined by the experience of owners. The most experienced owners would be placed in the Major League, the least in the Single A League.

    Team Names
  • The Majors consist of 24 teams and the AAA & AA consist of 16 teams each, 8 in the National, 8 in the American. City names are the same as in all SD leagues (NYA, BAL, DET, etc.)

    Major League Roster

    New Rule: Teams must now field at least 2 catchers with 50% skill level or better on their major league roster.[/color]
    Old Rule: Teams must carry at least 2 catchers on their major league roster at all times. This means that when one looks at the Depth Chart, there are 2 catchers listed. Catchers on the DL or Resting are not considered on the major league roster.

    Player Names
  • Player names can only be changed once in their lifetime and only in the year there were drafted.
  • Player names with "quotes" are not allowed (no quotes at all).
  • Offensive names will not be tolerated
    Procedure for challenging a player's name:
    • If an owner feels that a name is inappropriate under OCL rules, he needs to ask the division OCL Board member to call for a Board vote regarding the name.
    • If the majority of the board determine the name is out of compliance, the "offending" name must be changed back to the original name created by ABE. The player's name CANNOT be changed again.
    • The name change must take place ASAP. (Either at the beginning of the season while owners can change a player's name or immediately after the off-season.)
    • The decision of the board is final.
    Trades
  • Trading deadline is August 31 (game #132)
  • Owners cannot accept a trade after the deadline, however offers and negotiations are allowed.
  • Trading resumes after game #1 is over.
  • Trading draft picks is allowed for the next amateur draft only.
  • Trading CPs are NOT allowed.

    Code of Conduct
  • Owners agree that they will only manage one team. The penalty of owning multiple teams is expulsion from the league.
  • Owners agree that they will conduct all trades fairly and that there will be no collusion to make one team significantly better than the other. Collusion will result in expulsion from the league.
  • Owners agree to act civilly toward each other. Any name calling or flaming will not be tolerated and may result in the expulsion from the league without compensation.

    Miscellaneous
  • If any Owner is inactive for more than two (2) weeks without providing notice to the league, the Owner will lose all rights to the team and forfeit all monies paid for the team. This may seem harsh, but the intent is to insure maximum participation. If you are going on vacation, have an emergency, or won't be able to access your team for an extended period of time, just leave a message on message boards and/or send an u2u or email to the moderator. The Commissioner reserves the right to maintain inactive teams (promote/demote players) to ensure the team remains competitive until sold to a new Owner. No trades regarding that team will be allowed until the new Owner takes over the team.
  • Refrain from posting derogatory remarks about other owners. I want this league to be a positive experience for everyone. If you have an issue about a particular owner try to resolve it privately or bring it up to me privately.
  • My say is final but I want to be fair. If you feel I'm being unjust, bring it to my attention privately; I'm a very open person.
    Shortcomings and Things to be Aware Of
    • Historical areas will not be accurate once teams are moved. This will affect the All-Stars, League Leaders pages, and retired players.
    • Example 1: when a player retires they remain in the division they were in when they retired. If he retired in the AA league with NY Bombers, then the team moves to AAA and becomes BAL, and the AAA Baltimore Blast move to AA and become the New York Blast - he would be listed as being New York Blast.
    • Example 2: Babe Ruth holds the AA record for lifetime homeruns. Hank Aaron moves with his team to the AA and replaces the Babe as lifetime HR leader.
    • It is strongly recommended that each owner keep their own historical records.
    • When the league moderator moves to a different division, team owners will need to select a new moderator.

    I'd like to see the trading rule changed to resume after the World Series, or after the draft. Waiting until after game 1 seems like a long time. Other than that, everything seems really cool about this league.
    How will ties be broken for relegations?

    I'm not sure about losing your team without compensation if you for some reason can't get on for two weeks. If I get hit by a bus, I'd prefer to not have something I paid for taken from me - without compensation.

    Hollywood: This rule is designed with players who lose interest and just quit participating. I believe it is standard in most, if not all private leagues.

    Geoffrey: The reason for the trading and waiver wire suspension until game 1 is to avoid conflicts when teams are moved to different divisions. Ties will not effect the top 4 teams since all 4 playoff teams move up to the next division. If there is a tie with the bottom 4 teams, I will relegate the team with the worst batting average.

    Casey: It's certainly not standard to take away something someone has paid for. If you want to boot those who don't participate, fine, but keeping their money is hardly above board.

    It is a standard rule in almost all private leagues. Every attempt is made to contact the person before doing so. All it takes is a post on the forum to prevent it from happening.

    In extenuating circumstances such as getting hit by a bus, I am sure tyson would compensate you with credit for unused time towards another team.

    for relegation I think it would make more sense to match head to head records instead of using batting average, seems like a fairer way of doing things IMHO. If head to head were to be tied I'm sure Tyson could arrange a one game playoff to determine who gets sent down. Or like soccer does, it could be done by goal (in this case of course it would be run) differential, whichever team has the biggest gap between runs scored and runs against would go down. There's got to be a better way than something as arbitrary as batting average.

    Getting 64 owners together to start everything at the same time will be a daunting task.Some new private leagues have taken weeks to get their 16 owners together. You may start to lose interested owners if it goess on and on. Would you consider starting will the majors and AAA and adding AA and A as new owners are found. I know there might be more of a problem adding additional owners to begin at the lower levels. But I am still concerned that getting 64 all signed up before you start will very time consuming.

    I don't mind waiting for the league to start. If we started sooner than the minors, wouldn't that set up a bit of an advantage for our players skill-wise?

    We start when we have all 64 owners since it is important that the season ends on the same day for all 4 divisions.

    We are more than 1/2 way there in only two days!! Lets hope we can fill it within a week.

    I have changed Rule 9 to allow time for roster adjustments:
    The games will be played every [color=red]two[/color] hours. Starting times will be decided later.


    I have added Rule 6 to set up guidelines incase of a tie:

    cool..I like that a lot better than batting average. Just to clarify on the run differential, that's not going to be in head to head games but based on the entire season, correct or non correct? Would be better if based on entire seasons games in my opinion, and hopefully ties will never come up and never be a problem anyways!

    tie-breaker clarification - does the tiebreaker apply to both up and down teams? is there no 1-game playoff to advance to the postseason, as there is in my other league?

    There will never be a tie issue with the top 4 teams because all 4 playoff teams will advance to another division.

    The run differential will be for the entire season between the tied teams.

    You can begin trade negotiations immediately after the draft, but the trade cannot be consummated until after game 1.

    since we cannot pick up anyone before game 1, may I suggest some kind of thread where you can post who you want and therefore have some sort of priority so those of us on the west coast don�t get screwed? Or something like that?

    Since the purpose of this rule is to avoid issues as teams move up and down the ladder, can it be waived for now since there is no such issue at the outset?

    Here is an easy one I think. I propose a modification to the Trading deadline for the exception of draft picks. My thoughts are that Every year teams make draft pick trades right up til' draft time. Since the relegated teams do not move until after the draft, then teams should be able to make draft pick only (No players involved) right up until draft time. After that obviously nothing else can happen until the set time period has elapsed.

    What does everyone think?
