My take:

Meehan probably ends up A+/B, the stuff #3 starters are made of. Canate has a good shot at A ovr at A-/A, A/A or if he improves really well - A/A+. If his endurance gets to C- you're looking at a bullpen Ace, and if not an elite closer. Bramhall most likely ends up A/B, some chance of A+/B or A/B+. He'll make a serviceable innings-eater as a #4 or #5 starter.
Heileman has A-/A- upside vL, but his vR splits will relegate him to a bench or platoon role, a nice piece but decidedly 4th best in this package.

All together it's not a bad offer for the two pitchers in question. There's plenty to like about the return, but I'm not blown away. It stands to reason you could get a package like Meehan/Bramhall/Heileman for just Lockaby, given the fact that he's better than any of those 3 will ever be(only Meehan is a true impact talent) and he's only 29. Does an elite reliever like Canate justify moving both pitchers? Probably not.

Methinks this offer is about a 1st round pick short of prying both pieces off your roster. If that doesn't sit well with the other owner; I say shop Lockaby/Lavery around and see what sort of a market develops for their services before you take this deal.
